Inflation is a broad increase in prices over time, not simply one item becoming dearer. A basket costing 100 units that rises to 103 has increased 3%. Personal spending patterns can differ from the official basket, so household experience may differ from the index. Inflation takes first place because purchasing power underlies every other term: a nominal gain does not automatically mean more goods and services can be bought.
