Obama signed the Affordable Care Act in 2010, a major expansion of health coverage. It earns him a place for turning a long-debated goal into law. His expanded drone campaign is a serious counterweight, not something a domestic success erases.
He places tenth because we judge the presidents above him to have reshaped institutions more deeply. Reagan’s diplomatic legacy narrowly wins this comparison; prioritizing access to care could reverse those two places.
