London earns third with Westminster, the British Museum, the South Bank and the West End. It is our stronger choice than Barcelona when you want the trip to span historic landmarks, museum collections and theatre.
Paris edges ahead because its Seine-and-landmarks combination better matches our ideal first city break. In London, group a day around one area rather than treating every famous place as adjacent. A Westminster and South Bank day is a useful starting focus. Theatre lovers may put London above both of our finalists.
